Paint Sledge is a hazardous waste, contains poisonous metals. You may to account for it, with the Pollution Control Board and the disposal procedure to be approved by the Board in writing.
There are three disposal procedure could be followed.
1) Pollution control Board can identify a disposal yard for Hazardous waste, on approval, you may dispose the paint sledge in that area. I am not sure Tamil Nadu has identified such an area so far.
2) Second option is that if approved by Pollution Control Board, you may incinerate the sledge in approved incinerator.
3) Third option is, if approved, you may make a concrete block (with water proofing / leaking block) and fill this sledge in side, and eventually use it for your construction purpose.
Check with Pollution Control Board.
