Form 16 is a certificate issued by an employer evidencing the TDS which is deducted from your salary and deposited with the authorities. It contains the information you need to prepare and file your income tax return.
If no TDS is deducted, employer may not give you a form 16.
Your question is incomplete without telling whether TDS has been deducted.

I am contract basis faculty in govt. orgnaisation from 2011. The institute has deducted the TDS from 2011 up to 2016 and issued form no. 16a. In April 2016 we have file a petition high court regarding regularisation. From April 2016 we are working due to court direction on the same payment. From FY 2016-17 they had not deducted the tax and not giving the form no 16a.
