Security agencies are running with barely qualified staff who are not even verified by Owners.
We have cases where guards have committed murder, theft etc.
Many of the smaller agencies do not pay PF,ESIC or anything for guards welfare.
On top of this poor management if owners are not made responsible for guards behaviour,then whole private security guard system will collapse.
Why are guards hired ?
To provide safety and security.
If they fail in duties the firm will be hauled up, this responsibility cannot be diluted.
Owners need to be more careful about persons recruited as guards-some back ground checks, training etc is necessary.
Changes in law diluting responsibility of owners of agency will be counter productive.

Many small agencies do not bother but just get some uneducated poor boy from village, give him an uniform and send them as guards.
We have guards in our society who get no PF from employer and are barely passable in their duty.
Every where people look to save money.
Employer wants to pay minimal but extract from company which hires them.
We have to understand that security means expenditure of money.
Training is one aspect, uniforms,PF etc are other aspects which guard's employer must think off.
Those who hire security must also be aware that security has it sprive and one should be ready to bear this as an business expenditure.

Nathrao Sir,I strongly agree to you.Infact criteria for licensing and training should be made more stringent.Also Principle employers who uses this service may be put on regular and strict audit system.People have made security guarding services like fancy show.If we really want productivity and quality in services and help guards working in industry,then Principal employers and agency owners be made responsible equally towards abiding by the law applicable to this industry.
