Please refer the details for license at your regional SP office. Also refer the the Bihar
Private security Agency rules published by the Home department of Bihar on 22/101/2011

The following simple steps need to be followed to get registered as a Private Security Agency: •Registering your business venture after checking the availability of the desired name.
•Registering for Income Tax and other Statutory Authorities i.e. applying for basic tax numbers;
i. PAN ii. TAN iii. Service Tax •Registering your Domain Name
•Opening a Current Account with the Bank
•Obtain License under Private Security Agencies (Regulations) Act, 2005 (PSRA)
•Registration under various Labour Laws
•Registration under Shops & Establishments Act, 1948
•Arranging for guards and security equipments

Based on the license copy you can apply same time if the service tax and other local tax applicable means you must discuss with local tax consultant for state taxation details

Every thing is clearly mentioned in PRIVATE SECURITY AGENCIES ACT 2005.

The Act Says -

Security services Business can only be started when the necessary License is Obtained.

For Getting the License - The Mandatory Things are - Police Verification of Owners/Employees if You are Likely to get a contract For Which You must have A Copy of Purchase Order of Prospective Cntract. Sample Of Uniform, Photographs of Guards from 04 Angles. It is therefore Clear that For Getting A Prospective Purchase order for supplying Security Guards, One Must Have License Under Shops & Establishment,Service Tax Registration,Pofessional Tax Registration,PF code if More than 10 guards/employees, Esic Code if More than 20 Employees. Pan Number.However if the necessary Numbers of guards is Less than the required for PF or ESIC Norm,the registration Numbers for PF/ESIC can be obtained Later and submitted with in 03 months after Getting the PSAR License.Necessary Documents as above needs to be attached with the prescribed application Form and submitted along with Fees as mentioned to the commisioners Office.
