Bonus act - employee inactive in June-16 - show the employee in form c or not?

Dear sir, Please confirm in bonus act form c account year mar-17 ending if employee inactive in June-16 whether we have to show the employee in form c or not?

Yes any employee in the Bonus Year who was on the payroll need to be included in form C.
