Please let the forum know whether the EPF account is still active or you have withdrawn the money in 2011. You have mentioned that you joined back again in 2013 so from 2013 till 2017 whether your employer is not ready to continue your epf account from 2017 or from 2013 please elaborate. Have not understood your query at all to be frank.

What do you mean by "My EPF Account closed in 2011" if you have already withdrawn your PF Amount, your Employer is right in not covering under EPF Provided your EPF Wages was above Rs6,500/- in 2013 (Till Aug 2014, EPF Wage Ceiling was rs6,500/-, From Sep-2014 increased to Rs15,000/-)
Further, it is surprising that from 2013 to 2017, you did not want to become EPF member. But, now you want to become EPF Member voluntarily? please take the help of literate person & revert after reading posts by Mr Saji also

Dear sir,
I am extremely sorry for the shortcomings in my query.Actually my epf account is inactive since 2011 and I have not withdrawn any amount from it. After I joined in 2013 with a basic salary of over 15k,I requested the employer to activate my account but in vain. However now due to some compulsion he was opening the epf account of employees when I again requested him to activate my account but he gave the same reason.

Most of all has your employer got PF Form 11 filled in from you? It is mandatory for every PF org to get the form filled in from every employee.
View the form online. If you have not closed the earlier account you would mention the details thereof in the Form. After your declaration it will be mandatory for employer to make you member & deduct PF contributions on Rs. 15000. As i see it he should have accepted you as PF member from your DOJ in 2013.

Dear Mr Jaisrk
You continue to be EPF Member.Consequently, your Employer needs to cover you with retrospective effect from 2013.
However, Contributions can be limited up to Wage ceiling i.e Rs6,500/- till Aug 2014 & Rs15,000/- from Sep 2014
Please take up the matter in writing by giving your Previous PF Account Number & information furnished by Honoured members to your query.Your Previous Account can not be activated. You have to be covered fresh with mew Member ID & UAN.You can apply for Transfer of your Previous PF Account with new PF Account.
Please revert with developments for information of all concerned.Best Wishes
