Yes, You can enroll for both ESI & EPF as voluntary enrolment if the management decides to offer benefits to employees

There is no provision for voluntary coverage under ESI scheme.But you can go for it under EPF Act. under Section 1 (4).

The minimum number of employees for coverage of establishment under EPF&MP Act 1952 is 20. However you can have voluntary coverage.Once covered establishment will remain covered even if the strength goes down to one.Compliance will have to be done regularly. In ESI Act 1948 there is provision for voluntary coverage unless establishment has twenty employees.
Honestly I will advise you not go for voluntary coverage. Do not invite AAA BAAIL MUJHE MAAR.
