Govt. of India, Ministry of Labour and Employment has published total 8 notifications vide Gazette of India dated 19.01.2017. I suppose you are referring to this only.
The above notifications are pertaining to revising minimum rates of wages in employment of:
1. Agriculture;
2. Gypsum Mines, Barytes Mines, Bauxite Mines, Manganese Mines, China Clay Mines, Kyanite Mines, Copper Mines, Clay Mines, Magnesite Mines, White Clay Mines, Stone Mines, and many more Mines as listed therein;
3. Construction or Maintenance of Roads or Runways or in Building Operations;
4. Stone Mines;
5. Sweeping and Cleaning;
6. Ward and Watch; and
7. Loading and unloading.
One of the notifications is amending the scope of employment in loading and unloading in Railways, goods-sheds, docks, ports and airports (both International and Domestic terminals).
All the above notifications are under the Minimum Wage Act 1948 and are applicable to the employments which are falling under the jurisdiction of Central Government and not to any employment which falls under private sector or employment under the jurisdiction of any of the State Govt.
The Central Government has empowered to fix Minimum Wages under the Minimum Wages Act, 1948 for 40 scheduled employments under the Central Sphere such as Railways, Mines/oil-fields, Air Transport and major ports or any corporation established under the Central Act, building and construction activities mostly carried on by Central Public Works Department, Ministry of Defence etc, and agricultural farms under the Ministries of Defence and Agriculture, etc.
CLC(C), is revising VDA at the interval of six months i.e. W.e.f. 1st April and 1st October.

Request for a guidance as to :
The employee is posted in Mumbai but his PF is being paid in Uttrakhand as it is registered in Uttrakhand, so in this case which state's Minimum wages will be applicable for Mumbai employee/staff.
