Sir, under section 40 & 41 of ESI Act, 1948 both principal employer as well as contractor (immediate employer) are responsible and liable for payment of contribution. Similar provisions, I think, may exist in EPF & MPs Act, 1952.

Contractor has to clear the payment of ESIC/PF/PT of their employees and submit the records or a certificate with reference that their labour statuary dues are paid up, along with the bill of labour
in absence of above, the principal employer stand liable for the contributions of each employee at par with their regular employees
