Dear Carmel,
I would like to specify few points about your post. These are as below:
a) Principles of Performance Management System (PMS) do not change, whether it is commercial organisation or NGO. Principles of work measurement remain same.
b) It is not just a question of training alone. Training just helps to create awanreness about the concepts like PMS, Performance Appraisal (PA), does not build competence to develop KPIs and KRAs. Since I provide training and consulting on PMS, I found that those who have spent 20-25 years in the same industry are unable to develop KRAs for their department even after the training.
c) PMS is for measuring organisation's performance. Whether commercial organisation or NGO, resources have to be used judiciously. This judicious use of resource demand scientific measurement of quantum of work that employees do. After this, we have to assign right targets to each employee to ensure he/she stretches sufficiently to attain certain goals.
