Dear All,
I have a similar issue related to irregular contract labour.Ours being a chemical company it is mandatory to cover within ESIC and EPF for the contract labourer, but the work force is irregular.They are continous for 3 to 4 months and later we need to search for them.We take in new labours and same goes the case.Ultimately we end up with a list of employee on our EPF and ESIC count who have not gone for IP pehchan card for ESIC and their UAN card cannot be activated, sine we require the pin to get the UAN activated.
I earnestly request the forum and the senior members to guide on how to handle this matter.

Yes you are right. If you see many of the contract labourer or even the regular ones who works as base line workers there are more employee turnout. To contain those employee turn out its is preferred to have counselling with the individual & train them for the better career.
As per the law they have to be enrolled and no options to skip. Better to enroll them for ESI & EPF benefits, get their details & proof and initiate the UAN while they join the organisation

We enroll them immediately , but the issue is UAN number gets generated within 2-3 months,by that time many contract labour change the company thus we remain at loss. Even the ESIC IP gets generated and we have no idea how to track these people to provide their ESIC card.Many have already created the ESIC card in earlier company and same goes the case as they are unable to provide the ESIC number generated in the earlier company for the same reason of changing the company.
They are handled mainly by contractors and we have to negotiate with them by creating policies which turn out to be of no use.These workers are from other states and the address provided by them are temporary.Thus we randomly keep on intimating on their home address, to which no one replies as they might be working with any company within our state itself we have no idea about.

Yes I do understand the situation. We should try & complete our assignment in some situation.That is the reason we use to collect PF Declaration form. If any officers ask the reason for generation of duplicate UAN then it is not our problem as the employee them self had declared. Now a days we have to maintain 100% of KYC for all the EPF members.

Dear Amrita,
You have not stated how much labour you reqd., location of your company.
The best way to avoid such kind of thing is, you can hire such labours through third party agency. If you are in metro city, there will be a no. of Outsourced companies, who work or some % basis. You can hire the labour as per your requirement, define there salary structure, leave etc. At end of every month, they will just ask you to submit approved attendance, will just calculate the monthly CTC and charge some % (as agreed upon). You have to sign an agreement with the Third Party.
Since the outsourced company are used to deal with huge menpower, they have expertise to deal with UAN, ESI etc. By doing so you can save your value time and avoid involvement in small activities.
