Hi Buddy,
I don't no about Kerela Shops and Establishment Act but one thing every state act is framed according to the central act/rules hence as per the central rules PL/EL is encashable.

I did not found any central government provisions regarding the S&E Act, I mentioned in my above post like every state law is framed as per the central government act/rules by comparing factories act but I would not found that one, I apologies for my mistake for quoting like that.
However I am sure that there should be some draft S&E act, I find it out and post here.

As per SE acts, applicable in their respective acts, PL is encashable only when an employee left the service. It is provision to store the balance EL/PL in his account with upper limit, which is different in each state SE rules. Encashment of EL/PL every year or as the company wants, is permissible, but not mandatory for the company to pay leave encashment to their employees. If you go through the section of leave in SE rules, you find the details of section and rule there.
