Hi
Shifting to admn alone is not advisable, but if you have real problem then yes it can be justified at the time of interview. But you ensure the knowledge on HR is updated and not to become a grey area. Then the scope of re-entering is less.
So better to stay in the same function would help you to avoid future confusion, so try to be in the same field or as i said early with prompt reason it can be considered,

Hello,
I do agree with above reply. However, also suggest if possible handle both Admin and HR simultanenously in your new role, at least show them your willingness to do that. So if not now, at least they might consider offering you HR role in future or keep you in HR role as well. This will help you that you are not totally out of HR field.
All the best!
