I. D Act is universally applicable. BIR Act is known as Bombay Industrial Relations Act (Now renamed for Maharashtra as MIRA) is applicable to Maharshtra and Gujrath. It mainly applies to industries such as sugar, cotton Textile, co-operative banking, textile processing, power looms, wool and silk etc. where 20 or more persons are working. There are specific notifications to that effect which are mostly found in the respective statute books.
