can a company make me to sign a bond for not joining competitor company or not giving my reliving letter if i dont sign the bond.

No, there is no provision like this.
The Organisation has to provide you the Relieving Letter.
The Organisation has the Authority to mention your performance or conduct or competency in that Relieving Letter, whether it was good or bade or average but can not stope it.
If any Organisation is not giving Relieving Letter means they are calling problems. Because, if an Employee is not relieving from an Organisation means he is till working. So, taking signatur of left Employee on Relieving Letter and issue a Copy of the same with Acknowledgement is very very Important.

Even Indian employers threaten Indian employees that they will use the local Arab to thrash you and implicate you in theft and absconding charges etc just to get your sign on some Bonds and BAD Reference letters etc etc and pack you to India without giving salry and other Dues ( i was treated by some bad kerala christian employer and harrazed on communal basis )
