a Course wouldnot be effective at all to learn recruitment.
Experience in recruiting people will help you in gain indepth in to workplace planning, hiring strategies, tools (portals,referrals,campus,etc), how to communicate to candidates, how to shortlist profiles based on criterias or job descriptions, how to make a cold call, conduct campus drives, walkins, creating databanks, employer branding etc.
You will be an effective hirer, if you can get more quality people within the budget and within the available resouces available to you ( or given to you).
