Dear Divesh,
Giving any asset to employee, this should be a part of policy and all the procedure i.e. handling of equipment, loss by employee, return of asset should be part of the documentation very clear. If you have any exception that also should be a part of documentation.
Apart from this management approval on this policy guidelines is must.
