What kinds of work your organization is completing and how many staff are working at different locations this all things is important. Like your organization is in Marketing field then it's possible to make team ans should be a team leader who is responsible for employees attendance and you can give the target to team leader that you have to achieve this target in this month, target pressure make them enable to come on time and do the job honestly.
If your organization is engage in Building construction or other infrastructural work, you can appoint a Admin Executive who is responsible for Site administration, Employees Grievance, Time office Management and help you to implement HR policy at site smoothly. And the last and effective way is bio-metric machine for monitoring attendance of employees and fast payroll processing .
