Hi,
Please correct me on the same if I am wrong.
First step starts, when the concerned department intimates the HR Department about the vacancy.
Second step is preparing job description: It includes defining the requirement of the job and what are the other traits you are looking for like educational qualification, experience, communication skills etc.
Third step includes advertisement may it be through job portals, newspapers or from any other source.
Fourth step includes managing and shortlisting the responses. Select the resumes which best suits your requirements.
Fifth step comes with arranging the interview and conducting the interview.
Next step involves decision making by the interviewer
Last step involves action in terms of appointment

Sorry for the delay. Your perceptions of the process is right. Please see Google Image Result for http://hr.curtin.edu.au/local/images/Ind_flowchart.png

However, there could be variations, depending upon the job for which people or being recruited. For example, if it is for an existing post, the job description and personal specifications may already be there and there won't be any need to formulate it. Also, if you are recruiting internally, kindly see Getting the Right Recruitment Process | Business Process

Hello Simi,
Like Simhan mentioned, your general/overall understanding of the Recruitment process is right.
However, what you mentioned 'presupposes' the sourcing of the suitable candidates/applicants from EXTERNAL sources--your mentioned them........job portals, newspapers, etc.
But what would YOU do if YOU were to be assigned to find/source them? Meaning, if the company doesn't want to depend on the channels you mentioned.
Have you used any Job Portal anytime--NOT to post your resume but to search for candidates?
Rgds,
TS

Dear TS,
Thank you for filling the gap in my post.
Dear 0311, I could give links for answering the question raised by TS. But I won't. I suggest that you kindly search the web and post your answer.
