Dear Supriya,
I would not recommend you to run from ground and situations. But yes if your valuable time is getting wasted and unnecessary you are getting headache then you can say good bye to your current employer. Choice is yours.
If you have decided to stay with current organization then you can take interview of Ops Head’s daughter, ask some technical questions, and look fairly at suitability of the positions based on your selection criteria. Even you can recommend no-relative or close blood hiring policy to the CEO.
Give idea to your CEO about your feeling in one on one meeting, do not complaint but put forward your views clearly, pros and cons of the situations. If still CEO would like to hire then really you can’t do anything.

Whatever the case may be the HR must go only by the policies. When a person is not qualified in a particular job work there is not point in considering the person for the appointment. However in some cases there may be recommendations for a post. In such case make it very clear that the concerned is not qualified or having experience and suggest that the person may be taken as a trainee. Give it in writing and if the management is very particular they can go ahead and appoint them. You have done your work and that is the satisfaction.

Clear and concise answer.
And then, also think if its worth your time and effort and if the answer is no, take up another job. You have limited time and energy and smartness lies in deciding which battles to fight and which to let go.
