Government has not mentioned any mandatory structure. Only matter you need to consider is Minimum Wages Act, ESI, PF, Professional Tax, Tax, Allowances, etc should be kept in consideration while structuring the salary.

special pay =((CTC-(BASIC+HRA+CONVEYANCE ALLOW+LTA +MEDICAL REIMB+EXGRATIA + EMPLR SHARE OF PF+GRATUITY ))/12,5)
to arrive special pay components the below annual amounts have been considered
