I am working in Software House in HR department. Some of company staff is Habitual Late Coming, and company don’t want to take disciplinary action against them, like given notice, warnings, deduct casual leaves, fines etc. coz that de-motivate employee a lot. (As all those employees are doing their best for the company).
I am planning to do some thing different and funny, like one suggestion is to give the office key to that person, he/she have to open the office for next 1-2 weeks. Person maximum late in a week should have to give treat to all staff (cake, cold drinks etc.)
I need some suggestions and some more (penalties) activities like these.

my advice is radical yet validated by COPC/ MBNQA, in practise by leading IT cos..
late coming/ early leaving doesnt affect the bottom line ...
only unscheduled leaves affect so fix them up eg 3 unsched offs in a quarter and that period shall not be counted towards performance incentives...
