The basic welfare of labour forces in our construction industry is payment of minimum wages and in timely manner.
The basic facilities required to be provided as per applicable act namely supply of Wholesome pure drinking water, a sufficient number of latrines and urinals, washing facilities and first-aid facilities with good hygienic conditions.
Labour Room / Accomodation : In every place wherein contract labour is required to halt / stay and for the same proper labour colony is required to be build with below mentioned basic facilities: subject to Separate rooms shall be provided for women employees.
Effective and suitable provision shall be made in every room for securing and maintaining adequate ventilation by the circulation of fresh air and there shall also be provided and maintained sufficient and suitable natural or artificial lighting.
The rest-room or rooms or other suitable alternative accommodating shall be of such dimensions so as to provide at least a floor area of 1.1 sq. meter (approx allocation of area) for each person of the rest-room.
The rest-room or rooms or other suitable alternative accommodation shall be so constructed as to afford adequate protection against heat, wind, rain and shall have smooth hard and impervious floor surface
The rest-room or other suitable alternative ‘accommodation shall be at a convenient distance from the establishment and shall have adequate supply of wholesome drinking water.
Canteens.— An adequate canteen facility shall be provided by the contractor for the use of such contract labour . If the canteen belongs to contractor / client the food quality should be taken care and rates to be economical, so the labours can afford.
The canteen shall consist of at least a dining hall; kitchen, store room, pantry and washing places separately for workers and for utensils.
The canteen shall be sufficiently lighted at all times .
The floor’ shall be made of smooth and impervious material and inside walls shall be lime-washed or colour-washed at least once in each year
Provided that the inside walls of the kitchen shall be lime-washed every four months.
The precincts of the canteen shall be maintained in, a. clean and sanitary condition.
Suitable arrangements shall be made for the collection and disposal of garbage.
Latrines and urinals—Latrines shall be provided in every establishment on the following scale, namely:
a) where females are employed, there shall be at least one latrine for every 25 females;
b) where males are employed, there shall- be at least one latrine for every 25 males
c) Every latrine shall be under cover and so partitioned off as to secure privacy, and shall have a proper door and fastenings.
d) There shall be at least one urinal for male workers up to 50 and one for female workers up to 50 employed at a time:
e) The latrines and urinals shall be conveniently situated and accessible to workers at the establishment
f) The latrines urinals shall be adequately lighted and shall be maintained in a clean and sanitary condition at all times also sewage system shall comply as per suitability with proper caring.
g) Water shall be provided by the means of tap -or otherwise so as to be conveniently, accessible in or near the latrine and urinal¬
Washing and Bathing facilities - Washing and Bathing facility need to provide in every establishment on the following scale, namely:
a) Adequate Space for washing the cloths and bathing .
b) Adequate good quality water supply with proper drainage system.
c) For female worker covered washing and bathing place.
First aid facilities - In every establishment First aid facilities need to be provided and maintained , the same should be readily accessible during all working hours .First-aid boxes at the rate of not less than one box for 150 contract labour or part thereof ordinarily employed.
A person in charge of the first-aid box shall be a person trained in first-aid box treatment, in establishments where the number of contract labour employed is 15O or more than the same.
Security - The deployment of security personnel need to implement to provide a safe atmosphere at Labour Camp / Halt/ Colony area.
Safety - Proper medical checkup and safety induction training should be implemented, apart from the above use of PPE should be made mandatory. Moreover other safety / EHS initiatives should be taken care like Tool Box Talk, Pep talk , Motivation, JPST, RAT etc.
Weekly Movie Show - We may also arrange for weekly movie show on every Sunday in labour camp.In interval we may put few safety slides for safety awareness.
Most important and effective : The relation with the work men with the concern Admin / IR person, individual supervisor, area in-charges is most important. If the labour forces satisfies with the service provided to them and psychologically accept the monitoring authorities and care is taken by visiting labour camp/ attending their actual problems / others basic needs surely labour force will be retained.
And if the labour force will retained with us we will be able to execute our projects in time in effective manner/
