Dear Verma,
The appointment is the document which you have to issue immediately on the joining of the employee or maximum in a week's time. The letter what you have to issue after completion of probation to be confirmation letter. Appointment lr is the base letter for the employee and organization regarding the employee and employer relationship and basing on the appointment letter and the Annexure of the salary only the Accounts / Finance / Pay role section will prepare and disburse the salary.

Sub- appointment letter
I concur with Mr. Kamesh. The reason for issuing an appointment letter either before or at the time of joining is that employment is not a bounty but a contract within the meaning of the Indian contract Act and for a contract to fructify, there should be an offer of proposal and acceptance there of and there should be terms for both the parties to fulfill under the contarct. Therefore an appointment letter is the basis of contarct and shall as far as possible be given at least at the time of joining.
