Hi Ravindra,
Greetings.
I am not an expert or experience. But i wish i can give some suggestion for your issue.
you can frame the policies right from the arrival of an employee in to organization still he leaves the organization in the evening. say for example:
when he enters:
1. he must show his access card for attendance pupose, if not he must enter his name in the attendance register
2. his dress code
3.his lunch timings
4.his responsibilities during office hours
5. his leave details
6. his compensation according to his attendance
And so on.............

Hi Buddy,
The most important thing which I feel is you should the policies first which are known to evreyone but not drafted.
Then you can go for the policies on the basis of problems faced in an organisation.
Last but not the least is potential problems which the company can face.
For example:
Leave Policy, time and attendance policy etc. can be taken up first.
then followed by referal policy, advance against salary policy, performance appraisal policy...
