2) does it require any authorization in written
3) can presenting officer be a witness/dual role.

Hi Ramesh,

In the Domestic enquiry process it is the responsibility of the delenquent employee and the prsenting officer to get the witnesses who are going to be produced before the enquiry officer and no letters are required to be issued to the witnesses.

If the witnesses / co-worker are on duty at the time of enquiry / off duty & as they have to enter the premises hence it is mandatory for the delequnt employee and the presenting officer to give the details of the people to the nquiry officer and the nquiry officer confirms and forwards the request letter to the managment to permit those specific employees in to the enquiry area.

Absolutely not a correct process, in such a scenario better to identify somebody to present as presnting officer's role is a very typical and critical role and it is difficult to manage both the roles more over the delequent employee has every right to cross examine the witness produced by the managment in this process he will try to get advantage of it hence better to avoid.
