can we make absent if employee's supervisor has not marked any weekly off in whole month, though he was full present except sundays/Off's

You can confirm and ask for advance information about the weekly off for the employees.
Nowadays even Banks are working 7 days week. Normally the Bank will deploy only 50% strength on Sundays. They will fix Monday 1/3 staff, Tuesday 1/3 Staff, Wednesday 1/3 staff, will be given off those who were present on Sunday. Like that you can also plan the schedule of weekly off for the employees. In case of any deviation the employees has to obtain prior written permission from his supervisor and submit the same to HR Department.
