DEAR ALL
ALSO NOTE THAT THERE IS TWO LABOUR COMMISSIONER i.e. LABOUR COMMISSIONER (CENTRAL) AND LABOUR COMMISSIONER STATE.
THE LABOUR COMMISSIONER STATE = COVER ALL INDUSTRIES PRIVATE, PUBLIC SECTOR ETC.
THE LABOUR COMMISSIONER (CENTRAL) = COVER THOSE INDUSTRIES WHOSE CONTROL UNDER CENTRAL GOVT. LIKE IOCL, BPCL, REFINERIES, GAIL, ONGC, BSNL ETC. ETC.
ABOVE BOTH AUTHORITY CAN'T INTEREFER EACH OTHER INDUSTRIES.
