Dear Vikas
Just approach the factory Inspector office and take the guide line on submitting FORM-1, Form-2 & Form-3. This will suffice your need for registration and licence under the Factory act.
Regarding NOC from Polluction controal Board, you actual need to make application in precribed form with details enclosed as required for obtaining Consent to Establish which serves as NOC.

Regarding NOC from Polluction controal Board, you actual need to make application in precribed form with details enclosed as required for obtaining Consent to Establish which serves as NOC. For this you need to approach the polluction control board. Once your factory is established and ready for commissioning its operation, say one month before, you need to re-apply for consent to operate to the pollution control board.
