Usually ID cards are made mandatory for security reasons, it helps security people to recognize the office staff and preventing unknown people to enter restricted areas within office. It also plays a vital role when an (outdoor) employee meets an accident outside the office , then it gets easy for people to contact the Co. in case of emergency.

Hi Surendra, here's some 'text' for the email that I could think of. Hope it helps:
Dear 'X-ites/ians' [where 'x' is your company name, write down how you normally address all the employees],
We all love ourselves, don't we.. and creating a 'self-brand' is a way to depict the same. Yes, the organization wants you to be known as 'x-ites/ians' but at the same time, we really like it when someone remembers our name, which is our identity. Lets give others a chance to initiate conversation with us, when they don't know our names; let others remember us by our names when we help them in their projects or just bring them smiles.
Hey, won't your ears love it when someone calls you like this:
- Hey Surendra, good to see you and thanks for the great tip you'd shared yesterday. It really helped me in my project [rather than someone telling you this - Errr... excuse me, sorry I forgot your name.. but your tip helped me a lot'] :)
Do I need to write more, am sure all you great people have got the message by now.
Yes, Lets pick up our ID cards NOW and tell other 'X-ites' that you do have an identity of your own.
Happy 'Originality'!

Surendra,
Did you ever think that people are not wearing it because they're not really proud of where they're working at or they just don't care? You might have underlying employee engagement issues.
Are they just ID cards and have nothing to do with access between doors and buildings? You can say you're going to be stepping up security and this is why people are required to wear ID at all times.
"Enhance the image outside the public"? Who's image? The company's? What if the people don't really want to 'enhance' the image and just don't care? They won't wear it.
Trust me on this one, I have experience with this managing teams.
You have to make people own their professional image and identity. If the office operates like a normal run of the mill micro managed and highly bureaucratic organization, with no employee empowerment, then obviously, people won't be proud enough to wear the badge of their burden.
Just my two cents.

Hi Surrendra,
Rather than just putting a mail .. you can elaborate the advantages of wearing ID card.. here are some below:
Identification - The ID card is a resource for visual inspection to make sure that authorized personnel are entering the premises. Companies can track all employees and visitors who enter and exit the campus.
Access- the ID badge can provide authorization to enter a building, a network or event. The card can authorize the borrowing of media, debit meal and purchase transactions and provide other documented reports as needed.
Record- the ID card can be implemented as a standard process for all new employees and employees with updated status. This will provide and maintain an accurate database of employee information.
Security - The ID badge will help document and authorize people on campus at specific times. Cards can be programmed to not allow access to persons at selected times. Employees have a sense of security when limited access to their location is available.

The total contribution is veering around only about the security and organisation. But assuming they are riding two wheeler to reach home, in the event of any eventuality it will assist the agencies or volunteers to take further action without any hitch in the first place. Dear Surendra,
Please check if the below mentioned text helps you to understand your employees that wearing id card is important,,..(Plesae note the last point is optional...)
Dear All,
It is been observed that many employees are not wearing their ID Cards inside the office premises. Please note that It is mandatory to wear company Identity Card at the workplace all the time. It is also mandatory to wear ID Card at clients’ / customers’ / vendors’ or any other premises, while on visit on behalf of the company.
Apart from Security / access reasons ID card also creates a bond between organization and employee and also among employees. ID Cards also helps to create the sense of belongingness and teamspirit. Employees should feel proud to wear their ID Card.
Please note that, effective Monday, 7th feb 2011, employee shall not be permitted inside the office premises by the security personnel without valid ID cards.
Thanks
