Labour laws with respect to provident Fund, ESI, maintaining industrial relations, payment of wages, ensuring of payment of minimum rates of wages, payment of maternity benefits etc are common to all types of establishments irrespective of how they are constituted. With regard to registration under the Labour departments, of course, the nature of business being transacted is also taken into consideration. Therefore, an establishment engaged in Fast Moving Consumer Goods which is not being a manufacturing concern, will be registered under the State's Shops and Commercial Establishments Act.
There are different authorities under different Acts who will grant registration or enforce the enactment to the establishments. As such, the Labour Department would be the registering authority under the Shops and Commercial Establishments Act, the Provident Fund Organisation will enforce PF to your establishment, Employees State Insurance Corporation will enforce ESI, again the Labour department will ensure that the employees are paid at least the minimum rates of wages as fixed by the government, the women employees are paid maternity benefits etc etc.
