Dear Rajini,
For legal updates, it would be appropriate if you avail of services of some lawyer's firm that handles labour cases. You are hiring him for training purposes and not for representing some case. During my HR days I had done the same thing. We had trained not only HR but operations managers also through some labour consultant cum lawyer. His hardcore knowledge was quite useful to us. Lawyer may lack the training skill but he/she will have ability to give minute legal details.
As far as "Performance Evaluation" is concerned, I will conduct the training for you. The two day training programme will have module on understanding concept of KPI/KRA, designing policy on employee performance management, conducting performance appraisal etc.
