How do i make a memorandum asking employees not to place their cups on top of their table except during break time without offending them? Thanks

All are kindly requested not to showcase the Mugs used by you for Tea/Coffee on your table top, other than the Tea break time.

We have been observed that the employees are keeping the coffee mugs over the table. the HR dept here by request to all our valuable employees that not to keep coffee mugs on the office tables before and after the break time. All the department heads are also requested to educate and orient their team members with regard to this.

Re : - Maintaing Etiquette & Cleanliness in the office.
It is obsrve by the managemnet that emplyees are not maintain etiquete in the office and put unwanted articles on the table. Due to this look presentable and admirablemage of our office are effected. In view of this all are requested to maintaing etiquete and cleanliness in the offce. All HOD are also requested to advise their team in the matter.

Can I ask why this is an issue?? I am sure you and your company have far more pressing issues to deal with than coffee cups on desks.
Maybe HR people with far too much time on their hands and nothing constructive to do.

I agree that is why it was difficult for me to come up with a memo. But that is HR ....you deal with the smallest details.

why don't you implement 5S in your organisation, then automatically you need not to worry on such small things, because 5S makes people responsible & teaches them how to keep the surrounding environment clean, safe & asthetic. after sending that mail try to put the posters of the funny cartoons with some whacky & teasing quotes at most of the places which makes them feel ashamed of what they are doing & start behaving like a responsible person. try it... hope it might work...

I dont understand why this is an issue.... Wow... what a level of micro management!!
If the fear is spoiling keyboards/mouse etc due to spillage... then make the employee pay fr the repairs... or better still...just give them a coffee cup holder attached to cubicle where they would normally keep the cups...
I really think this is weird.:) No offence intended

It is agreed that every employee should behave in disciplined manner.
But the way you are pointing out (by memo, notice, circular) may not be useful. After issuing this, some of them will purposely do the same to trouble you!
Instead this, a staff meeting / a lecture / slide show on manners & etiquette can be arranged.
