For receptionist one can prescribe KRA&KPA that too work for some extent. For peon it is difficult to presribe as he is expected to do all odd jobs.

For lower level staff like Peon, office attender etc., instead of KRA you can define standards i.e, tasks which they have to do on a daily basis. BHAVAN

Hi Smitha,
KRA for Receptionist,
Voice modulation,
communication skills,
presentation skills,
Attending to calls and transferring the same
Noting down the the calls for important personalities and passing on to them aptly.
Attending to the customers/guests at the counter
Peon
Attending to the works given by various departments like transferring the files effectively.
Maintaining House keeping activities like cleaning and supplying coffee/tea/snacks/food to the concerned department staff.
should handle the individuals and groups very aptly and diplomatically
not to divulge in unnecessary gossips, carrying tales on others.
prioritization of works allotted to him
Effectively maintaining of time at each specific works allotted.
You can rate this specification from 01 to 05 01 being the least and 05
being the highest for Receptionist and for peon you can give gradation form A to D wherein "A" is excellent and "D" is poor

Dear Mr BV Raghunath,
What you have given is the Job Description and not the KRA. KRA is absolutely measurable. If it cannot be measured, then it is not KRA. Just to change the nomenclature, you can say it as Key Performance Area (KPA). You can go through the attached file. I had downloaded this file couple of years ago.

Dear Smita, You can define the roles and responsibilities for these positions and can monitor it on a day to day basis, rather than having it in the form of KRA, KPA & KPI.
