You have to discuss actual manpower required in section wise with the section heads or plant head. After collecting data you list out as statement that man power required , available manpower and shortage or exess etc., . The same method to be followed in determining staff strengh also. If you have an engineering department let them do the task and let them decide after conducting time study.
Then you can balance by recruting personnel in case of shortage and in case of exess you can decide them whether they can be sent by VRS

Preparing the data only will not satisfy the management but you have to convince the management with your data. To achieve this:
1) Accumulate your data in a easily readable format. Excel is more flexible for the same.
2) Use graphs of your data.
3) Try to relate your data with past events.
4) Always make it figured with numbers.
5) End the report with your suggestions and remarks.
6) The report should be a balanced one to convince the management with your decisions.
