Your efforts are really appreciable. It enhanced my knowledge regarding competencies but i just want to know further regarding the scale to measure competencies. Can you tell me what should be the scale to measure the competencies?

too detailed presentation and i feel at times there is lot of confusion understanding competency. During my earlier job at a MNC, we had competency and skill mapping and the common problem was understanding difference between skill and competency. In my opinion, skill is hammer and competency is "how to use hammer" ... skill can be imparted by simple or rigourous training but developing competencies need lot of grooming. Also, certain competencies are dominant at certain times under certain conditions in an individual but skill remains same. At my previous job, we were made to focus on 11 major competencies.
