Please let me know problems an HR executive may face while planning and implementation of training for semi skilled and unskilled employees.

In all probability the bulk of the training for the semi skilled and unskilled employees would be more technical in nature, may relate to safety and one or two odd programs may focus on working in teams, how to be more effective in their jobs etc.
The real difficulty is to get trainers in the local languages and to get the trainees motivated. They will constantly ask a question' what is in it for me?', since in their opinion the training is to get more productivity, have cost savings etc. which are benefiting the organization directly. If you can convince them how they too will benefit, the learning will be more readily absorbed.
