hi padma
i was also thinking on it. i have tken up a HR assignment for new company and probably a stream line could be only made with new system design.
as of now i have coined in such a way that the design covering
1) legal registrations and formalities coverage
2) Resource planning
3) Relationship management
4)compensation structure design
5)quries managemwnt ang grivances handling
6)performance mangment
and
7)pre/post exit formalities handling
really it is appreciable if any one suggest ideas on the areas where it should be concentrated and a questionnare could really help all the HR people.

It might trigger some ideas.
I do not understand how a job description questionnaire will help setting up the HR Dept.
For example at http://en.allexperts.com/q/Human-Res...artment-HR.htm Leo Lingham, who contributes
very well to citehr has answered such a question.
