The HR policies and rules of any organization have to be made according to the culture, environment and requirements of the Company.
There is no set format of rules and regulations. You should make your rules according to the needs and nature of business of the organization.

I will agree with your point Avika Kapoor, but the government has made some specific rules & regulations for Private Limited Company Right??? If you aware of that can you post it here....

Dear friends,
Of course, I'm delayed by over 9 yrs but still I wish to share some info with you people. There is no hard and fast rule released by private companies as a whole. And if so, they cannot over rule Acts & regulations implemented by the state & central govts. While saying, I presume, your query says 'all' rules & regulations which is impossible to be deliberated here. Since you have raised in citeHR forum I restrict myself to rules & regulations relevant to HR matters.
Govts. enacted two sets of Acts/rules which 1) applicable for govt.employees and 2) applicable for others i.e. quasi-govt. & private sector employees. Indian labour law refers to laws regulating administration of labourers related issues in India. Traditionally, Indian governments at federal and state level have sought to ensure a high degree of protection for workers, but in practice, form of government and because labour is a subject in the concurrent list (both central & state govts.) of the Indian Constitution. These acts & rules are issued subject wise such as Acts meant to cover-
1) Wages to employees- Payment of Wages Act, Minimum Wages Act etc.
2) Governing other benefits payable to employees-Employees Provident Funds, Employees Pension Fund, EDLI, Bonus Act, Gratuity Act, Employees Compensation Act, ESIC etc.
3) Other regulations & Welfare- Maternity Benefit Act, Contract Labour Regulation & Abolition Act, Mines Act, Factories Act, Industrial Disputes Act etc.
4) Taxation matters - Income Tax Act (incl.Capital Gains), Profession Act,
There is diff.between Acts/Rules & Regulations-Acts are covering various definitions, applicability, authorised officials, penalties/fines, filing of statutory returns etc. Whereas Rules & Regulations are made under the pertinent Acts to facilitate administration of provisions of the Act.
No rules & regulations & guidelines, circulars cannot overrule or contradict the provisions contained in the Acts & Rules made thereunder. A list of Acts & Rules (not everything but major acts) is attached for handy ref.
These info.are not up-to-date therefore you have to read with any amendments & updates to have latest info.
