Hi Senthil,
Don't try to learn spoken english thu tamil. U can't speak with speed, if u learn thru ur mother tongue because U will think every thing in tamil, then u have to translate the matter in to english.
Better u start thinking in english, slowly add english words, simple english sentences.. in tamil conversations, try to explain incidents to others in english, watch english news channels, read newspaer with sound, Keep dictionary always with u..
It will lead to better improvement..

Dear Friend,

If you want to master Grammar & composition get hold of a copy of WREN & MARTIN - the authority in the subject & attempt to complete all the excercises.

Earlier people used to read "The Hindu" for the flowery Language ,absence of errors & apt usage of words to a context. Though its content quality is not to the level it used to be ,select articles like the editorial is worth reading regularly for vocabulary improvement.

For vocabulary improvement I strongly recommend Anu Garg's ' A Word A Day (AWAD) webadd: Wordsmith.Org : The magic of words. word, language, quote, quotation, anagram, dictionary, words, languages, quotes, quotations, anagrams, dictionaries

This is described as

You can also try reading English novels which suit your taste .

These will improve your Reading & writing skills

For fluency, you can listen to BBC (Radio Channel), English movies and the english programs aired on Television Channels like AXN Zee Cafe etc. But most important part is to express yourself in English each day for at least 5 minutes. You can before retiring to bed speak on what you did that day!
