You should invite all the members to a hall or Training room, then you cut the cake ,also arrange some snakes for employees.
If you want give some momentos, you should give Triranga pin its looking very nice in low budget approximat 0.50 paisa & MIdeum size triranga which is raound about Maximum 1 Rs.

Going by my experience in the past, I am unsure as to how many employees would turn out to the office on republic day. Excepting a few senior executives and security personnel in the industry estblishments no one would be interested to turn up to the office.
The ideal way to celeberate is to organise the march past and flag hoisting ceremoney by a senior executive in your organisation with the security personnel if you have practice, space and flag post in your organisation with sound band or national anthem at the end of cerenoney. I do not know if your company have all the facitilities. Encourage the best security personnel by giving some memontos and prizes according to the actual findings of your management and your HR department.
Actual this day is is not meant for celebration. I may sound little above the board but that is a fact.

Flag Hoisting is best done on Independence Day. If the company is observing a holiday on Republic Day I suggest that we do the celebration either on 24th (since 25th is a Sunday) or on the 27th.
Celebration could as some one suggested be a cake cutting and may be watching some picture/ video which has some nationalistic sentiments in it. The suggestion about giving lapel pins for gentlemen/ brooches for ladies is also a good idea.
You could alternatively organise a prize distribution ceremony and give prizes / awards to all deserving people.
