The role of a HR during recession carry the vital roles and responsibilities in the following arena.
1. Talent retention - He should be responsible for retaining the talent of the organization since talent acquisition at this point of time is so tough.
2. Motivation & Morale - The HR is responsible to keep the morale of the employees high and positive since during recession, the employees will have high focus on their job security.
3. Cost effectiveness - The HR is also responsible in managing the cost of the organization with respect to the Human capital. He should be in a clear position to understand the cost involved in talent development and improvement and should act according in a way that the cost incurred in manpower development is at the minimal.
4. Communication - HR is supposed to act as a bridge between the organization and the employees and keep the employees well informed about the strategy and planning of the organization for overcoming the organization and should make the employees involve in the strategy.
These are the few roles that HR would have during recession period. I hope the forum shall have more discussion on this topic since there might also be few other roles which might have been missed out.
