this is a topic which require a lenthy discussion,ideally a mix of seniority and merit should be followed.but the type of policy you should go for will thoroughly depend upon the your organistaion setting and the composition of workforce(viz. old vs. new)
you must attention to all these before formulating and implementing such policy otherwise you will land youself in a big problem, specifically if there are active trade unions in your organistaion.

Dear Swati, I absolutely agree with the methodology of Avinash that a blend of cultural and length of experience alongwith merit should be considered for promotion policy but I would like to add that merit should be the priority to forgo any frustration.
