Yes Recruitment is a part of HR.
If the recruitment is done by the organisation itself, then HR takes up the full responsibility for all the activities of the entire process.
Now a days the Recruitment is outsourced in some of the companies or done through some consultancy firms
Even if the organisation has outsourced the activity of Recruitment, the process of monitoring that the outsourced party does its job is the responsibility of the HR.

I opine,Yes what your professor says is correct ,the HR stratagy is to attract talent to suit /meet the job requirement ,in the process we market our companys profile,its business ,growth in terms of business and individual growth,succession planning ,facilities etc to a consultant/placement agency etc,In the recruitment adds also we market the brand image of the company.
By marketing we will attract best talent ,where the HR skills are to be used,upon receipt of applications/resume from prospective candidates the remaining process is called as recruitment process.
i conclude recruitment is a core activity of HR ,where as Marketing of HR stratagy pertaining to talent acquisition is part of recruitment which is not a core activity.
