It appears that you have edited your first message after our discussions in this thread and added the first few lines. Now, the question raised is different from what you raised at the outset.
It is not possible to assess an individuals competencies within 10mins. Such questions are asked to assess how confident a person is about what is stated in his/her application for the job and the resume sent. In these days, when there are resume writing services and guidelines for writing impressive resumes, many applicants exaggerate their capabilities. Also, many do not do their homework: study the job requirements, organisation's culture, needs, etc. By asking such questions, the companies hope to short list candidates for further consideration.

Why should I hire you?

You want this department to be as strong as it possibly can be, so you want the strongest candidate. I feel that I can fill that bill because…(fill with your abilities,strong qualities) and I have learned that you are looking for someone who can manage the _____ of your ____ division with a strong background. This is where I’ve spent almost all of my career. I believe that I know the right contacts, methods, principles, and successful management techniques as well as any person can in our industry.

What makes you different?

Well, I wouldn’t be a very good doctor if I gave my diagnosis before the examination. Should you hire me, as I hope you will, I’d want to take a good hard look at everything you’re doing and understand why it’s being done that way. I’d like to have in-depth meetings with you and the other key people to get a deeper grasp of what you feel you’re doing right and what could be improved.

Question for all has citeman hr stopped sending mails on daily basis pls suggest if not i am not receiving mails from last one month from cite hr which from last four years i was receiving on daily basis so pls let me inform how will i get the same on daily basis
