well when HR does a lot to motivate others and starts getting results in terms of highly motivated work force they are themselves motivated.

As per my openion HR should be motivates by management,because Hr is a part of Management.

I have 4 years exp in hr dept of various manufacturing concerns. As far i know most of the time hr becomes the scape goat in internal dept friction.as a result hr is almost equal to weliding the stick rather than the carrot.but i agree to the fact that motivation has to come from hr rather than any other department and it is the responsibilty of hr to take care of its employees. Hr dept has to be procative and self motivated

Self motivation is the biggest emotional quotient an HR have with them , still up's and down's are the episodes which are being faced by a common man .
Ultimately by one means or the other they keep their optimistic behavior on the very same track which is required !!

Who motivates HR ?? The general opionion is HR has to motivate itself. Are not the HR Managers/Executives Human beings ? Dont they have their own dis-satisfactions and stress levels ? If HR is not motivated how will it function as a motivator ?
HR has to be motivated by the Company's Top Management be it CEO, Board of Directors or anyone whom the HR reports to.
Motivation is required at all levels, all departments, irrespective of the position. The only difference is, HR people need to show maturity level of not only being to seem to be motivated but also be seen as motivated in order to become examples for others.

Hi,
HR will be motivated if its efforts are appreciated by top management. Without top management's support HR will not be able to implement new policies or rules or some programs which will keep the employees engaged. Hence its necessary for HR to get backing from top.

i have seen most of the people saying the hr themselves should be motivated, where i dont agree.
imagine after doing all the retention, all the support for the management, and recruiting all the required skilled people, if the HR is not provided with the support he should get, he is eligible to , he will for sure be demotivated.
I think its the CEO who should motivate the HR as in a large organization or the MD or the owner himself as in for smaller organizations
