Sir, That's the exact thing I am looking for. The "Gig Worker" Format, as specified by @Nanu1953 specifies the same format as you are stating for zomato and swiggy riders. If you have any idea, or any reference for the same, kindly suggest. That would be the ultimate help.
In case I didn't get the solution, I will go with the contractor thing specified by you.

Swiggy or Zomato does not enroll any delivery person in their own register, they have tie up with retail chains of the specific city, all orders booked on swiggy goes to the vendor, and the delivery person of retail chain executes the pickup to delivery process, only the app of swiggy or zomato is used. for which they get some commission from the vendor,
Such retail delivery chains are purely contractor operated and they maintain all records, and pay per delivery or kilometer basis, as the case may be
The concept of such engagement got generated from Blue dart and DTDC delivery issues and the company offered 100% franchise to small units, and they fixed their intake amount like whole seller and retailer, irrespective of the invoice charged by the recipient dealing unit
just like UBER/ OLA, no driver is on payroll of the company, but the company interconnects the vendor and client, and provides end to end communication between both, in exchange they get some amount from the vendor ( Vehicle owner)
Say if we hire 500 trucks, then it is just a contract to carry goods from place A to B, for which we pay the fare, and not entitled to register their drivers and helpers in our muster roll
Receiving services and paying the bills of service is total different concept, from engaging or employing manpower in our specific services

Just a Query. Can we hire them as Agent?
We will pay commission to them and will deduct TDS. This way they will not be our employee and will work for us as agent only. ?

Till last reply, there is no mention of these gig workers activity or work responsibility, so it would be tough for anyone to comment, unless their roles are clear to the establishment
you have mentioned Swiggy and Zomato, but have you ever made homework that for what they are paid? they use their own bikes or vehicle, and get payment for delivery, not for person engagement
Similar way uber ola or any vehicle owner who deliver their services, get paid in their bills for their specific services, not for the manpower engaged, manpower is a small part of the whole transaction.

We have seen Lakme / Sony and other brands, sales promotion, which is displayed on shops/ malls, similar way mobile sim cards sales team visit door to door, but these promotional visits are conducted by a specialized contractor, who provides promotion dress / materials/ projectors/ audio visual instruments and get amount from principal for events, engage the personals on their own terms and maintain their own records, they charge for events count, not the person count

As far all the discussions, I have reached to conclusion that, I will ask them to provide me a consent on my Letter head that, they are providing me a service and for that I will pay them for their service deducting TDS.
Correct me if I am wrong somewhere.

piece of paper does not help in legal way, and on the company letter head? do you think labor inspectors believe such documents?
either way they would be consolidated form of vendor ( another a contractor apart from the PE) and you are buyer, or they would be employer for each individual , direct or indirect way,
search for your specific requirement and you will get zonal contractors who provide such services,
