We are discussing about only PV testing.If safety/relief valve fails to sense/release the pressure then, is there any alternate or other system for protection?

Dear Mr.Yadvinder Sharma,
In a pressure vessel basically safety relief valve, pressure relief valve, rupture disk and some time pop-up valve...all these items are added so that if one item fail other will take care of the release of abnormal excessive pressure. All these items are added to the system with a marginal pressure variable between each other to ensure that the abnormal excessive pressure is released at any one of pressure range.

With ref. to the ongoing discussion about Pressure Vessels, I have one query.
Recently we got inspection done for Air Compressor used in our establishment which is mandatory as per Form No.11 (Prescribed under Rule 61)Report of examination or test of pressure vessel or plant. The validity of the certificate shown is 6 months from the date of certificate. I also confirmed with the certification agency and they also said the same.
Hence, I want to know whether the validity is actually of 6 months validity or it is of 1- year validity? I also went through Form No.11 and came across 9 (a): External Examination (give reason if it is not carried out six monthly) and (b): Internal examination (give reasons if it not carried out annually)
Is it so that Internal Examination certificate has 6 months validity and External Examination certificate has 1 year validity?
