compensatory offs are normally extended to some people in the lower rung of the ladder. Managers are required to come to office whenever management requires them to do so. That is why they are posted in that rank.
If they want the facilities like over time, compensatory off, etc. to be extended to them that we normally do to workmen, they would merely be designated as Managers but virtually they would be acting /behaving as workmen (Probably they can even join some labour union too).
