First of all just lodge a complaint in the Police Station, describe Inspector the exact situation, give them your bycyle model no.(so that they can trace out) & wait for few days, if nothing happens then
Check whether the concerned employee is financially weak or not. When you feel that he is very weak at his financial or could not able to purchase another bycycle then ask all the employees to contribute some amount. Even you can collect some amount from the management & give him.

I want to know about Women Harassment act. Is it the same act which came in effect 2010 (The Prohobition of Sexual Harassment of Women at Workplace Bill, 2010) or do we have any other act also for the same.

As per my knowledge is concern the Sex Harrassment is concerned to their HR Policy where the companies HR designs the policy. I think there is no act related to "Women Harrasment" at work place.
Do you have any HR Policy for your company. If not you can design by illustrating few essential points like Leave Management, Time Management, Grooming standards & personal hygenic, Prohibition of Chewing tobacco & smoking cigarattes in factory premises, Cost cutting(Telephone usage, paper usage, saving power) & Sexual Harrasment, Reward policies.
